Lawmakers have passed a bill called the <a href=\"https:\/\/kslegislature.gov\/li\/b2025_26\/measures\/sb368\/\">Health Care Sharing Ministries Tax Deduction Act<\/a>, which allows qualifying individuals to deduct certain expenses from their state income taxes starting in the 2027 tax year.<\/p>\n<p>Under the new law, individuals who are members of qualifying health care sharing ministries will be able to <a href=\"https:\/\/kslegislature.gov\/li\/b2025_26\/committees\/ctte_h_tax_1\/documents\/testimony\/20260226_07.pdf\">deduct<\/a> up to $5,000 per person each year. Married couples filing jointly can deduct up to $10,000.<\/p>\n<p>The qualifying organizations for this tax benefit are <a href=\"https:\/\/zionhealthshare.org\/how-it-works\/faq\/\">nonprofit organizations<\/a>, such as health shares, where members share medical costs within a community rather than using the more common health insurance.<\/p>\n<p>According to the executive director of the <a href=\"https:\/\/kansasreflector.com\/2026\/03\/27\/kansas-governor-vetoes-bill-offering-tax-breaks-to-people-using-nontraditional-health-plans\/\">Kansas Catholic Conference<\/a>, Chuck Weber, \u201cmembers are grateful to be able to participate in a program where like-minded families pray for each other and help shoulder large, unexpected expenses.\u201d <\/p>\n<p>With the passing of this bill more opportunities are given to individuals who elect to leave the insurance realm and choose alternative health care options for <a href=\"https:\/\/zionhealthshare.org\/memberships\/direct\/\">themselves and their families<\/a>. \u00a0<\/p>\n<p>A quote from House Speaker <a href=\"https:\/\/kansasreflector.com\/2026\/03\/27\/kansas-governor-vetoes-bill-offering-tax-breaks-to-people-using-nontraditional-health-plans\/\">Dan Hawkins<\/a> stated that \u201c\u2026families should have more flexibility and more control over their healthcare decisions, not fewer options and higher costs.\u201d<\/p>\n<p>The bill\u2019s path to becoming law was not simple. Governor Laura Kelly initially vetoed the proposal, raising concerns about fairness and the potential impact on state revenue. <\/p>\n<p><a href=\"https:\/\/www.cjonline.com\/story\/news\/politics\/government\/2026\/04\/01\/kansas-governor-vetoes-tax-breaks-for-health-care-sharing-ministries\/89352666007\/\">Governor Kelly<\/a> stated that she wants to be clear in that this is not about \u201climiting anyone\u2019s ability to practice their faith freely,\u201d but rather \u201censuring that Kansans are in a health care system that\u2019s reliable and actually covers their medical expenses.\u201d\u00a0<\/p>\n<p>However, the Kansas Legislature voted to override the veto, which allowed the bill to move forward.
